of topics resulting from the seminar of Brussels. Objectives remain the
same:   
1) to disseminate, to discuss and to enrich findings of the seminar;   
2) to evaluate the viability of proposals by actors in real situation;   
3) to undertake the construction of an experience sharing platform,
initiated at the time of the first phase by the collection of experience
reports;   
4) to explore the democratic methods of assessment of the aid. °°°

We start the second set of topics   
  
As we specified in the beginning, every month we broach 3 new topics. This
carving has been made from findings of the seminar of Brussels (6-9 April
1999).

Recall of objectives of the debate
  
This discussion is in the continuity of the seminar of Brussels that had
gathered the representative actors of the world of decentralized
cooperation. Participants at the seminar debated on the basis of a report
produced from 260 reports of experiences capitalized in the beginning of
this year. I recall that they are all available on the Web site 
<http://www.ue-acp.org/en/fiches.html>. 
You are also able there to reach by key words in the part "search" of the
site.  
  
The whole of the process aims to formulate concrete proposals coming to
feed negotiations on the future framework of  EU-ACP partnership, in
particular with regard to the financial and technological cooperation.  
  
1) to disseminate, to discuss and to enrich findings of the seminar.  
  
2) to evaluate the viability of proposals by actors in real situation.  
  
3) to undertake the construction of an experience sharing platform,
initiated at the time of the first phase by the collection of experience
reports.

Le premier mois de debat s'est acheve, au cours duquel vous avez aborde les
trois premieres thematiques que vous pouvez retrouver sur le site.

Par ailleurs, un archivage de l'ensemble des messages publies sera bientot

Nous demarrons la deuxieme serie de themes
Comme nous l'avons precise au debut, chaque mois nous abordons 3
thematiques nouvelles. Ce decoupage a ete fait a partir des conclusions du
seminaire de Bruxelles (6-9 avril 1999).

Donc a partir d'aujourd'hui, nous abordons les 3 thematiques suivantes :

Rappel des objectifs du debat 
Ce debat se situe dans la continuite du seminaire de Bruxelles qui avait
reuni des acteurs representatifs de l'univers de la cooperation
decentralisee. Les participants au seminaire ont debattu sur la base d'un
rapport produit a partir de 260 fiches d'experiences capitalisees au debut
de cette annee. Je rappelle qu'elles sont toutes disponibles sur le site
web <http://www.ue-acp.org/fr/fiches.html>. Vous pouvez
egalement y acceder par mots-cles dans la partie "recherche" du site.

L'ensemble du processus vise a formuler des propositions concretes venant
nourrir les negociations sur le futur cadre de partenariat UE-ACP, en
particulier en ce qui concerne la cooperation financiere et technique.

1) Diffuser, discuter et enrichir les conclusions du seminaire.

2) Evaluer la viabilite des propositions par les acteurs en situation reelle.

3) Engager la construction d'une plate-forme d'echange d'experiences,
initiee lors de la premiere phase par la collecte de fiches de cas.

Le debat est donc ouvert pour ce mois de juillet. Nous attendons donc vos
