°°° Abstract: To give back its sense to the partnership, I believe that it
is useful to study reasons of the failure or the success of the current
partnership between the ACP countries and the European Union. °°°  
  
What was the main basis of this partnership?  
  
If I remember well, at the time of the signature of LOME I in 1975, the ACP
countries are the partner most important of Europe in the world in
development. The signature of LOME I was perceived like a balanced
partnership. It was a convention in which the trade had an important weight
in comparison to the aid.  
  
But what really happen in the implementation of this convention?  
  
As one says it usually " texts are efficient only by Men who apply them".
Unfortunately, to the thread of years the mind of LOME I has been diverted
because experts ACP-EU were best interested to the aid that to the trade
partnership.  
  
Then, what are consequences who ensue some?  
  
I believe that it doesn't need to be an expert in international trade to
understand that today the ACP countries are the partner least important of
Europe in the world in development. And it is absurd, I will even say
scandalous, in this beginning of the third millennium, to describe the
EU-ACP cooperation as of the equal partners, because obviously they are
not. The ACP impoverish themselves further and the EU enriches itself.  
  
If the trade aspect didn't work,what's about the aid?  
  
Unfortunately, the finding is not very positive. We have as the impression
that the ACP and the EU reject themselves responsibilities and yet they are
shared. If in most the ACP countries the good governance was not to the
date, I confess that to the level EU there is had lack of coordination and
sometimes the aid was incompatible or even inopportune.  
  
Please apologize, I have just gone in in the discussion, I hope well that I
don't come back on an already broached aspect.

Quelle etait la principale base de ce partenariat ?

Si je me rappelle bien, lors de la signature de LOME I en 1975, les pays
ACP etaient le partenaire le plus important de l'Europe dans le monde en
developpement. La signature de LOME I etait percue comme un partenariat a
pied d'egalite, une convention dans laquelle le commerce etait tres
important par rapport a l'aide.

Mais que s'etait-il passe reellement dans l'application de cette convention ?

Comme on le dit couramment les textes ne valent que par les Hommes qui les
appliquent. Malheureusement, au file des ans l'esprit de LOME I a ete
detourne parce que les experts ACP-UE se sont plus interesses a l'aide en
lieu et place d'un partenariat plus commercial.

Alors, quelles sont les consequences qui en decoulent ?

Je crois qu'on a pas besoin d'etre un expert en commerce international pour
comprendre qu'aujourd'hui les pays ACP sont le partenaire le moins
important de l'Europe dans le monde en developpement. Et il est absurde, je
dirai meme scandaleux en ce debut du troisieme millenaire de decrire la
cooperation UE-ACP comme des partenaires egaux parce que de toute evidence
ils ne le sont pas. Les ACP d'une maniere generale s'appauvrissent
davantage et l'UE s'enrichit.

Si l'aspect commercial n'a pas tellement marche, qu'en est-il de l'aide ?

Malheureusement la aussi le constat n'est pas tres rejouissant. Nous avons
comme l'impression que les ACP et l'UE se rejettent les responsabilites et
pourtant elles sont partagees. Si dans la pluspart des pays ACP la bonne
gouvernance n'etait pas au rendez-vous, j'avoue qu'au niveau UE il a manque
de coordination et parfois meme l'aide etait incompatible sinon meme
inopportune.

Veuillez m'excuser je viens de rentrer dans le debat, j'espere bien que je
ne reviens pas sur un aspect deja debattu.
