Introduction:  
  
Former Prime Minister of the French Republic, I am currently President of
the Development and Cooperation commission and member of the European
parliament employment and social business commission. I have been reelected
as European parliament deputy last June.  
  
During my presidency, I took a set of initiatives.  
I developped a network of analysis and information on the situation of
countries in difficulty (CPN - Conflict Prevention Network), associating
the NGO.  
I wrote a parliamentary initiative report on the future of relations
between the European Union  and the ACP States, that defends:  
- the setting up of a political agenda (dialogue and prevention of
conflicts);  
- grassroots of analysis of poverty phenomena (recognition and popular
savings support, basic technologies);  
- the opening of a cooperation (until there cross-state) to a dialogue
between States and civil societies.  
I am also involved in political mediation and conflicts prevention (West
Africa -  of Grand Lakes region and Indian Ocean).  
  
In parallel to this commitment to promote new  cooperationpolitical
principles, it is necessary to work on a precise reform of procedures and
financial and administrative ways who condition actions. It is a new
working axis that I will try to develop.

Presentation :
Ancien Premier Ministre de la Republique Francaise, je suis actuellement
President de la commission du Developpement et de la Cooperation et membre
de la commission de l'emploi et des affaires sociales au Parlement
Europeen. J'ai ete reelu depute au Parlement Europeen en juin dernier.

Pendant ma presidence, j'ai pris une serie d'initiatives.
J'ai mis en place un reseau d'analyse et d'information sur la situation des
pays en difficulte (CPN - Conflict Prevention Network), associant des ONG.
J'ai redige un rapport d'initiative parlementaire sur l'avenir des
relations entre l'Union Europeenne et les Etats ACP, qui defend :
- la mise en place d'un volet politique (dialogue et prevention des conflits)
- une prise en compte a la base des phenomenes de pauvrete (reconnaissance
et appui des economies populaires, technologies de premiere ligne) ;
- l'ouverture de la cooperation (jusque-la inter-etatique) a un dialogue
entre Etats et societes civiles.
Je suis egalement engage dans la mediation politique et la prevention des
conflits (Afrique de l'Ouest - region des grands lacs et Ocean Indien).

En parallele a cet engagement pour promouvoir de nouveaux principes
politiques en matiere de cooperation, il est necessaire d'œuvrer a une
reforme precise des procedures et des circuits administratifs et financiers
qui conditionnent les actions. C'est un nouvel axe de travail que je vais
m'attacher a developper.
