°°° Abstract: Some leads for more balanced partnerships between farmers'
organizations of the South and organisms of support or financial backers of
the North. The idea would be to think about a deontology of the continued
support to social movements, to allow farmers' organizations to invest
validly places of negotiation, to avoid owner-partners and face-to-face
partnerships, to reverse flows of financing to make it possible to sort
mediators and also to reinforce the capacities of financial backers. °°°
Having participated and co-facilitated a seminar of the World Bank on the
backing of farmers' organizations (POs - Producers' Organizations) from 28
to 30 June (" strengthening producers' organizations: building rural
capacity "), I propose to bring to participants of the forum ue-acp the
prominent points of exchanges that took place between the 120 participants
(of which half were farmer leaders).
1. The outside supports to the POs contribute to reinforce the technical
capacities (to complete an activity) but still little the strategic
capacities (to have a vision, to program activities). For these latter, it
is necessary that the organism of support, beyond great professionalism,
should be respectful of the identity of the PO, guarantee confidentiality
of its contribution: it would be necessary to imagine a deontology of
support to social movements that operators approach with the classic tools
of project support. The strategic capacities of a PO lie for a large part
in its leaders for whom the training offer is badly adapted: hands-on
training is often more fruitful with continued support in advanced
expertise.
2. Direct support to POs is useful but indirect forms of support are just
as much. Agencies of aid can reinforce POs by opening access to them of
places of negotiation and by making possible for them to play a real role
and not of extras. This implies to allow them the access to an independent
quality expertise or information, and to give them the time and means to
enter in negotiations and to associate the people they represent.
3. Two-way partnership is to avoid because it is often assymmetrical and
one observes, in the North, "owner-partners ". The POs must vary their
partnerships to preserve their political autonomy.
4. The problem of mediators (see message Anne Simon of the 2/07
<http://www.ue-acp.org/en/forum/archives/1999-06/msg00047.html>) is more a
problem of the direction of the financial flow. Formulas where the POs
become backers are to be developed: they then call upon skills that they
choose themselves, according to their own criteria, and establish contracts
with these mediators. This supposes a transparent mediation market with
quality criteria.
5. Since the partnership is a relation supposed equitable, the backing of
the capacities of the POs must have its counterpart in the backing of
capacities of aid agencies: to listen, to understand real social dynamics,
to respect the rhythms inherent to the development of organizations (never
linear), to coordinate.

Let's signal finally that the EU was absent from this meeting which
gathered several agencies of aid (World Bank, French, British, Dutch
cooperations). Introduced by James D. Wolfenson (President of the Bank),
this seminar seems to mark an inflection in the approach of this organism
that wishes to take account in a systematic way the POs in its new
projects. To say it is well, to do it well is better... To be followed.

°°° Resume : Quelques pistes pour des partenariats plus equilibres entre
des organisations paysannes du Sud et des organismes d'appui ou des
bailleurs de fonds du Nord. Il s'agit de penser a une deontologie de
l'accompagnement des mouvements sociaux, de permettre aux organisations
paysannes d'investir valablement les espaces de negociation, d'eviter les
partenaires-proprietaires et les partenariats de face-a-face, d'inverser
les flux de financement pour permettre un tri dans les intermediaires et de
renforcer aussi les capacites des bailleurs de fonds. °°°
Ayant participe et co-anime un seminaire de la Banque Mondiale sur le
renforcement des organisations paysannes (OP) du 28 au 30 juin
("strengthening producers' organizations : building rural capacity"), je
propose d'apporter aux participants du forum ue-acp les points saillants
des echanges qui ont eu lieu entre les 120 participants (dont la moitie de
responsables paysans).
1. Les appuis exterieurs aux OP contribuent a renforcer les capacites
techniques (realiser une activite) mais encore peu les capacites
strategiques (avoir une vision, programmer des activites). Pour ces
dernieres, il est necssaire que l'organisme d'appui, outre un grand
professionnalisme, soit repectueux de l'identite de l'OP, garantisse une
confidentialite de son intervention : il serait necessaire d'imaginer une
deontologie de l'appui a des mouvements sociaux que les operateurs abordent
avec les outils classiques de l'appui par projet. Les capacites
strategiques d'une OP reposent en grande partie sur ses leaders pour
lesquels l'offre de formation est peu adaptee : la mise en situation est
souvent plus fructueuses avec des accompagnements en expertise pointue.
2. L'appui direct aux OP est utile mais les appuis indirects le sont tout
autant. Les agences d'aide peuvent renforcer les OP en leur ouvrant l'acces
a des espaces de negociation et en leur permettant de jouer un role reel et
non de figurants. Cela implique de leur permettre l'acces a une expertise
ou des informations independantes, de qualite, et de leur donner le temps
et les moyens de rentrer dans les negociations et d'y associer leur base.
3. Le partenariat a deux est a eviter car il est souvent assymetrique et on
observe, au Nord, des "partenaires-proprietaires". Les OP doivent
diversifier leurs partenariats pour preserver leur autonomie politique.
4. Le probleme des intermediaires (voir message Anne Simon du 2/07
<http://www.ue-acp.org/fr/forum/archives/1999-06/msg00046.html>) est plutot
un probleme de sens des flux financiers. Des formules ou les OP deviennent
commanditaires sont a developper : elles font alors appel a des competences
qu'elles choisissent elles-meme, selon leurs criteres, et contractualisent
avec ces intermediaires. Cela suppose un marche de l'intermediation
transparent et avec des criteres de qualite.
5. Puisque le partenariat est une relation supposee equitable, le
renforcement des capacites des OP doit avoir son pendant par le
renforcement des capacites des agences d'aides a : ecouter, comprendre les
dynamiques sociales relles, respecter les rythmes propres du developpement
des organisations (jamais lineaire), se coordonner.

Signalons enfin que l'UE etait absente de cette rencontre qui a rassemble
plusieurs agences d'aide (Banque Mondiale, cooperations francaises,
britannique, neerlandaise). Introduite par James D. Wolfenson (president de
la Banque), ce seminaire semble marquer une inflexion dans l'approche de
cet organisme qui souhaite prendre en compte de maniere systematique les OP
dans ses nouveaux projets. Le dire c'est bien, le faire bien c'est mieux...
