The Observatoire des Usages de l'Internet (Observatory of
Uses of the Internet) studies through the observation of uses and practices
of the internet its present and future impact on the society.
It fixed its priorities to study its role on the one hand in the nonprofit
association sector and in the development and North-South relations on the
other hand.
In the framework of this forum is raised the following question: the
Internet, what challenge for countries of the South?
Is it not essential at the level of a new framework for North-South
cooperation to take account of changes that will bring to the economic and
cultural balances the availability, currently very inequitable, of this
powerful tool of communication and diffusion of the knowledge? It would be
perhaps also desirable for the countries of the South to have their word to
say in the " governance " of the Internet, which is absolutely not the case
today.
