		Introduction : I am president of the organization Coopération Solidarité développement aux PTT (CSDPTT) the objective of which is to " promote the exchange and help among peoples in particular by bringing support to actions of development in fields of posts and telecommunications ". We lead actions of development in the field of the telephone (installation of telephones in rural zones, permanent exchange with colleagues in telecom, especially in Africa, training) and we are thinking now of telecenter projects that would include access to Internet. We possess a monthly letter and one of our activities consists in sensitizing on the slowness of the development of the telephone in rural zones.
