		Introduction : I am a programme officer in the Dialogue programme of the ECDPM. I am currently working on political aspects of the EU-ACP cooperation (CFSP, politically fragile states), on support to democratic decentralisation and especially on complementarity as a strategic tool of European cooperation. I have also been focusing on the reform of the EC external aid. This electronic forum on the reform will hopefully contribute to the 'democratisation' of debate on the reform and on the future of European cooperation.
