Introduction :

I work within a small German research consultancy, of the name of PARTICIP and am responsible for all that deals with decentralized cooperation and the participatory management of the project cycle (research, scheduling and participatory assessment).

Since January 1999, I am coordinator of the Program of Reinforcement of Decentralized Cooperation (PRECOD), in support to the unit Joint financing-NGO and decentralized cooperation (DGVIII/A/4). The PRECOD is managed by a syndicate of 4 partners (PARTICIP, EDCPM, South Research and Enda Graf).

In the framework of this program, the expected results (see below) should make possible to us to complete the objective of support to the integration, the operationalization and the institutionalization of the decentralized cooperation process (DC) in the implementation of the development cooperation:

I am finally based in Madagascar and complete missions of support to the commission in Brussels as well as missions of identification, assessment or trainings in research and participatory scheduling and in moderation of workshops. It seems to me precisely important, to be able to be more operational in ideas, to search for complementarity between a field work with the local actors and a work of conceptualization through the participation in the formulation of policies and through exchanges of ideas, as for example this forum.




Results expected of the PRECOD

Result 1: The coordination of the process of support to the decentralized actors is ensured in a participatory way
- 1.1. To ensure the continuous dialogue with persons responsible of the commission
- 1.2 To ensure the implementation of the program
- 1.3 To ensure the dialogue with other actors of the DC
- 1.4 To ensure the participatory follow-up-assessment of the program

Result 2: The process of DC is integrated in the cycle of the action
- 2.1 To find a consensus on principles and purpose of the DC
- 2.2 To do the assessment of experiences, research and thinking in progress on the DC
- 2.3 To capitalize and to get the best out of experiences
- 2.4 To adapt the cycle of action to the DC process
- 2.5 To guarantee the cross-sectoralilty of the DC process in the different instruments and sectors of contribution
- 2.6 To explore changes linked to the implementation of a DC process at the level of the financial and administrative procedures

Result 3: The process of DC is made operational and is institutionalized in the development cooperation
- 3.1 To develop some methodological tools
- 3.2 To test these tools
- 3.3 To ensure the quadruple consistency of actions

Result 4: The framework of dialogue with regard to the decentralized actors is reinforced
- 4.1 Set up a system of exchange and capitalization
- 4.2 To reinforce a system of communication between actors
- 4.3 To develop and to test models of possible places of dialogue
- 4.4 To experiment articulations with policies and processes of decentralization and reform of the state

Result 5 : The skills of decentralized actors are reinforced
- 5.1 To develop modules and programs of training
- 5.2 To complete actions of information / of training
- 5.3 To support the development of local appraisal networks

Result 6: The requisite skills for this support to the decentralized actors have been made available
- 6.1 To draw up a list of experts in the relevant fields of the DC
- 6.2 To train experts
- 6.3 Completion of specific technical support missions
