Agreeing on terminology
-----------------------------------

Djibril DIOP and Michel ANSAY had the merit to ask some terminological definitions more that necessary in the multi-cultural context of this discussion.

The term of governance can be understood of different way: " it is only the transparency in the management " or " a managerial approach to public affairs" or the " local actor taking responsibility in the management of affairs".

But is this last definition not simply a definition of the word " citizenship "? (Djibril DIOP) A very French-speaking term, let's recognize it.

To " reinforce solidarity at the local echelon by the transparency of processes, relations of proximity, the local knowledge" that is what some will call the exercise of the citizenship or the good governance.

But Pierre CALAME proposes us a broader definition, including the whole of powers that the human societies develop, taking in account the different levels of exercise of the power. The progression of the governance notion then integrates the determination of regional integration and decentralization.

What think our English-speaking friends of this?

Need of decentralization
------------------------------------

Contributions highlighted the need for a bigger mobilization of the local decision echelons. Pierre Calame mentioned the "political " risks, Michel ANSAY broaches the sanitary risks and one can note a convergence of analysis in two issues of different origins. One notes that the absence of power at the regional and local level is factor of risk for the whole of a national community.

Finding formulated by Max PUIG at the time of the seminar of Brussels, completed by the attention that is necessary not to "disinherit " national powers for all that, which could be the cause of dangerous unbalances.
